The History of the Fight Against Bioterrorism as We Know It Today (Pages 58-64)
What events have been told and depicted throughout the series? Here, we trace them in chronological order, following a story that began several decades before 1998—the year in which the first game was set.
(This section is based on the lore and settings established in Resident Evil (Remake), Resident Evil 0, Resident Evil 2–4 (Remakes), Resident Evil Outbreak–Outbreak File #2, Resident Evil Revelations–Revelations 2, Resident Evil: The Umbrella Chronicles–The Darkside Chronicles, Resident Evil 5–7, Resident Evil Village, and Resident Evil Requiem.)
1950s: During his years as a medical student, Oswell E. Spencer becomes stranded and is rescued by Mother Miranda. This encounter would mark the beginning of the entire nightmare.
The Beginning of It All: Meeting and Parting with Mother Miranda
In a village in Eastern Europe, Mother Miranda devoted herself to researching the Megamycete. The young Spencer, who aspired to bring about a “higher evolution of humanity,” was profoundly struck by the concept underlying her research: “transforming living organisms through infection.” Fifteen years later, however, Spencer came to realize that the Megamycete could never achieve the “explosive infectivity” he sought. And so, he parted ways with Miranda.
1960s: Travis Trading, a shipping and trading company involved in collecting plants and animals and developing mineral resources in Africa, was renamed Tricell and reorganised as a conglomerate.
Dec 1966: Spencer, together with James Marcus, Edward Ashford, and others, discovered the “Progenitor Virus.” This virus, which rewrites the genes of living organisms, was precisely what Spencer had been searching for to achieve the “evolution of all humanity.”
Nov 1967: Construction was completed on the mansion and Arklay Laboratory that Spencer had been building in the Arklay Mountains, on the outskirts of Raccoon City in the American Midwest.
1968: Spencer, Marcus, and Ashford established the pharmaceutical corporation “Umbrella” as a front company. It would later claim to protect the “world,” publicly declaring “protecting people’s health” as its corporate philosophy.
Umbrella: A Company of Two Faces in Raccoon City
Umbrella, which had contributed greatly to the development of Raccoon City, maintained a good relationship with its citizens. However, this was only because Umbrella had kept its hidden side concealed through collusion with the city government, cover-ups, and other such measures.
July: Edward Ashford dies after being infected with the Progenitor Virus.
August: Umbrella establishes the Executive Training Facility in the Arklay Mountains. Marcus is appointed its first director.
Feb 1969: Edward’s son, Alexander Ashford, launches a plan to construct Umbrella’s Antarctic Base. A research facility is established there for the top-secret “Code: Veronica” project.
1977: Albert Wesker and William Birkin are assigned to the Executive Training Facility as prospective Umbrella executives.
Jan 1978: Marcus develops the “t-Virus,” which would later become the cause of an unprecedented pandemic.
July: Through internal corporate manoeuvring, Spencer shuts down Umbrella’s Executive Training Facility and sidelines Marcus, with whom he had been at odds, into an insignificant position. From this point onward, Umbrella comes under Spencer’s leadership, and research on the t-Virus is transferred to the Arklay Laboratory.
The Founders Driven Out by Internal Conflict at Umbrella
Co-founder Edward Ashford, who was Spencer’s rival, died after being infected with the “Progenitor Virus” during his research. James Marcus, another co-founder who had been at odds with Spencer, was removed from his position and later assassinated. Having thus secured sole control over Umbrella, Spencer devoted himself to his ambition of “evolving humanity and becoming a god himself.”
1980: Seeking to establish ties with Umbrella’s inner circle, the secret organisation known as “The Connections” sends a $30 million donation to Marcus, who continues his research independently, through its puppet organisation, the “F Foundation.”
Who Are The Connections, the Organisation Operating Behind the Scenes of History?
Even as of 2026, all that is known about “The Connections” is that it is a “global criminal organisation with no fixed base of operations.” Its name first appears in historical records in 1980, when it provided funding to James Marcus, but exactly when The Connections came into existence remains unknown. It is an organisation shrouded in mystery.
Apr 22: Spencer establishes an integrated research management roadmap centered on “ARK,” a central management facility built beneath an orphanage in Raccoon City. He lays out a long-term research plan aimed at achieving memory transfer, which he considers essential to the “evolution of all humanity.”
July 1981: Alexander’s daughter, Alexia Ashford, graduates from a prestigious university at the age of ten. Recognized for her extraordinary talent, she is appointed chief researcher at Umbrella’s Antarctic Research Facility.
1988: Acting on Spencer’s orders, Wesker and Birkin assassinate Marcus. Brandon Bailey, who had studied under Marcus, attempts to make contact with the F Foundation.
1991: Umbrella constructs NEST, a massive underground research facility in Raccoon City, for the purpose of virus development.
Two Research Facilities Built in Complete Secrecy
Both the Arklay Laboratory, which took over virus research from the Executive Training Facility, and the underground NEST laboratory in Raccoon City were placed under extremely tight security. Even so, incidents occurred in which B.O.W.s under development escaped from the facilities. The “mysterious disappearances” of civilians around Raccoon City during this period are believed to have been caused by these B.O.W.s.
1993: William Birkin is appointed director of the underground NEST laboratory.
Alexia’s older brother, Alfred Ashford, becomes an Umbrella executive. He is appointed director of Umbrella’s Antarctic Base and commander of the base on Rockfort Island.
1996: S.T.A.R.S., a special forces unit under the direct command of the Raccoon City Police Department, is established. Albert Wesker, concealing his identity as an Umbrella researcher, is appointed its captain.
The Establishment of S.T.A.R.S. and the Background Behind It
S.T.A.R.S. was established by the Raccoon City Police Department as a unit tasked with responding to violent crime, with Umbrella providing half of the funding for its establishment. This arrangement formed the backdrop that allowed Wesker, an Umbrella executive, to conceal his true affiliation and assume command of the unit.
Late 1990s: The orphanage in Raccoon City is placed under the supervision of William Birkin’s research division
May 1998: A large-scale virus leak occurs at the Arklay Laboratory. Large numbers of people become infected with the t-Virus, and the laboratory is ultimately devastated by B.O.W.s running rampant.
July: Umbrella dispatches an investigation team to the closed Executive Training Facility. However, the first investigation team is wiped out by B.O.W.s inside the facility.
What Kind of Facility Was the Executive Training Facility?
The Executive Training Facility, which used the “Ecliptic Express” to transport personnel and bring in supplies, was an institution established to train the individuals who would lead Umbrella into the future. It was also used as a base for James Marcus’s virus research. At this facility, Marcus succeeded in creating the t-Virus using the Progenitor Virus and leeches.
A series of “serial murders,” in which groups of around ten people attack private homes, occurs frequently in the Arklay Mountains. Raccoon City launches an investigation and decides to deploy the special forces unit S.T.A.R.S.
July 23: The Ecliptic Express, while traveling through Raccoon Forest, is attacked by leech-like B.O.W.s.
While investigating the “serial murders,” the helicopter carrying S.T.A.R.S. Bravo Team crashes over Raccoon Forest. Rebecca Chambers and the other members of Bravo Team subsequently lose contact.
July 23 onward — The “Ecliptic Express Incident” occurs (Resident Evil 0)
On a Night of Despair, the Only Person She Could Rely on Was a Death-Row Inmate—
Rebecca discovers the Ecliptic Express stopped in Raccoon Forest, where she comes under attack by leech-like biological weapons. In order to survive, she has no choice but to fight alongside Billy, a death-row inmate. Before long, however, a strange bond of trust begins to form between the two.
July 24: The S.T.A.R.S. Alpha Team helicopter, carrying Chris Redfield, Jill Valentine, Albert Wesker, and the others, heads to Raccoon Forest to search for Bravo Team.
July 24 onward — The “Mansion Incident” occurs (Resident Evil)
A Mansion in the Arklay Mountains Crawling with Biological Weapons
After being attacked by unidentified creatures in Raccoon Forest, Chris and Jill flee with their comrades into a mansion. However, the mansion turns out to be a top-secret Umbrella research facility. Thus begins the long-running tale of bitter conflict between Chris and Jill, and S.T.A.R.S. captain Wesker.
Aug 20: Chris sends a letter addressed to S.T.A.R.S. from Europe, where he is supposedly vacationing. What could he have meant by the words in his letter, “under the beautiful woman’s big umbrella” …? His fight was still far from over.
Sep: William Birkin completes a new strain known as the “G-Virus,” which induces physical mutation and regeneration in those infected.
The virus leaks into Raccoon City through the sewer network. A pandemic subsequently breaks out, plunging the city into utter chaos.
Sep 28 onwards: The “Raccoon City Incident” occurs (Resident Evil 2, Resident Evil 3, Resident Evil Outbreak, Resident Evil Outbreak File #2).
Four Heroes Attempt to Escape a City in Chaos
The t-Virus leaks out, plunging Raccoon City into chaos as its citizens turn into zombies. Rookie police officer Leon S. Kennedy, Claire Redfield, who is searching for her police officer brother, and Jill Valentine and Carlos Olivera, who remain in the city, attempt to escape.
The Connections takes advantage of the chaos in Raccoon City to seize control of ARK. As part of a cover-up, it directs the United States government to launch a missile strike.
Oct 1: The United States carries out the “Sterilization Operation,” launching a missile strike on Raccoon City. It subsequently decides to seal off the ruins of Raccoon City until 2026. Few are aware that a “certain ulterior motive” lay behind this decision.
Journalist Alyssa Ashcroft escapes Raccoon City together with her companions. Her experiences there lead her to vow to devote her life to uncovering the truth behind the Raccoon City Incident.
Oct ?: Leon S. Kennedy accepts an offer to join a U.S. government special operations agency. His decision is driven by his regret over having been unable to save the people caught up in the Raccoon City Incident.
December: The “Rockfort Island Incident” occurs (Resident Evil CODE: Veronica).

Feb 2003: The “Caucasus Research Facility Incident” occurs (Resident Evil: The Umbrella Chronicles).
Umbrella’s Final Stronghold
Chris and Jill infiltrate the Caucasus Research Facility at Umbrella’s Russian branch, the company’s last remaining stronghold. There, they witness the “T-A.L.O.S.” project, built upon the Tyrant as its foundation, and set out to eradicate Umbrella once and for all.
2003-2004: The Umbrella trials over responsibility for the Raccoon City Incident reaches its conclusion. Evidence submitted by the Federation of Pharmaceutical Companies—including Tricell—and Albert Wesker, leads to Umbrella’s collapse. However, it appears that the U.S. government and The Connections had a hand in bringing about this outcome behind the scenes…
Following Umbrella’s collapse, B.O.W.s make their way onto the black market, spreading the threat of bioterrorism across the globe. The backlash against Umbrella also causes public trust in the pharmaceutical industry as a whole to plummet worldwide.
Seeking to restore confidence in the industry, the Federation of Pharmaceutical Companies provides substantial funding to establish the NGO “BSAA,” modelled on a private anti-bioterrorism unit to which Chris Redfield and Jill Valentine belong.
2004: In order to bring an end to a bioterrorist attack carried out by the terrorist organisation “Veltro” in Terragrigia, a floating city in the Mediterranean, the anti-bioterrorism organisation “FBC” uses the solar-energy system “Regia Solis” to incinerate the city. This catastrophe would later become known as the “Terragrigia Panic.”
Around Autumn: Ashley Graham, the daughter of the President of the United States, is abducted by the Los Iluminados cult. Leon, now a U.S. government agent, heads to a remote village in Europe to rescue her.
Around Autumn — The “Los Iluminados Cult Incident” occurs (Resident Evil 4).
The Cult That Rules a European Village and the Las Plagas Parasite
Leon heads to a village in Europe in search of Ashley, the daughter of the U.S. president, where he encounters a mysterious group calling itself the Los Iluminados cult. Faced with a new threat unlike the t-Virus—a parasite known as Las Plagas—Leon fights to rescue Ashley.
The Los Iluminados Cult, Revived Through the Salazar Family
Gregorio, the first head of the Salazar family, once persecuted the Los Iluminados cult and sealed away the Las Plagas parasites, the source of its power. However, Ramon, the current head of the family, lost his parents at a young age. Saddler, the cult’s leader, took advantage of the void in his heart and converted him to the cult. Ramon then released Las Plagas from their confinement.
Nov 30: Victor Gideon records in his journal that his mentor, Spencer, has completed “Elpis,” as well as his desire to follow in his mentor’s footsteps, if only by a little.
Dec 8: Using clues to “Elpis” given to him by The Connections, Gideon begins his own research in an attempt to recreate Elpis.
2005: The “Queen Zenobia Incident” occurs (Resident Evil Revelations).
Uncovering the Truth Behind the Destruction of a Cutting-Edge Floating City
The terrorist organisation “Veltro,” which attacked the floating city of Terragrigia, has returned. Jill, a member of the anti-bioterrorism organisation BSAA, sets out with her colleague Parker Luciani to uncover the truth behind its return. With friend and foe difficult to distinguish, Jill discovers the true enemy she must fight.
2005–2006: Following the Queen Zenobia Incident, the BSAA is reorganised as an anti-biohazard unit under the direct authority of the United Nations.
Aug 2006: Wesker kills Spencer upon realising that he, too, had been created to fulfil Spencer’s ‘dream’.

The heroes’ fight against bioterrorism continues—
KEYWORDS THAT DEFINE RESIDENT EVIL (PAGE 65)
Here, we explain terms that will likely continue to be used throughout the more than 100-year history of Resident Evil.
Original Eleven
A title given to the eleven members who had been with the BSAA since its founding. The name was inspired by the “Original Seven,” the title given to the astronauts who took part in America’s Project Mercury, and conveys a deep respect for those who fight bioterrorism on the front lines. Chris and Jill are both counted among the Original Eleven.
Several members of the Original Eleven besides Chris and Jill remain with the BSAA to this day, continuing the fight against bioterrorism. They are battle-hardened veterans who have fought throughout the era of bioterrorism’s global spread.
Infected
A general term for humans who have been mutated by viruses, parasites, or the E-Type Mutamycete that affect the body or mind. Their characteristics differ depending on the pathogen with which they are infected. In humans, certain abilities are often enhanced, but this frequently comes at the cost of their reason. Those infected with the t-Virus are known as “zombies” and wander about driven by their appetite. What they seek is human prey— “human flesh.”
“The Evolution of All Humanity”
The idea that lies at the root of Spencer’s pursuit of virus research. To Spencer, the development of the t-Virus and B.O.W.s was merely a means to an end. His true objective was to create a new humanity to replace mankind, which continued to repeat the same mistakes, and an ideal world in which he himself would become a god and lead them. Another of his objectives was to create a new body to replace his own, which was wasting away with old age. And yet, even Spencer, who seemed utterly consumed by his ambition, would eventually undergo a certain change…
Hound Wolf Squad
An elite unit belonging to the BSAA’s North American branch and under Chris’s direct command. Distrustful of the BSAA’s handling of the aftermath of the Baker Estate Incident, Chris accessed classified information without authorisation from headquarters and, furthermore, began carrying out independent operations with the Hound Wolf Squad. As his involvement in the incident deepened, tensions between the Hound Wolf Squad and BSAA headquarters grew increasingly severe. Every member of the squad has a wolf-themed codename.
B.O.W.
An abbreviation of “Bio Organic Weapon,” a general term for biological weapons artificially created through the administration of viruses, parasites, and other agents. They were developed with an emphasis on their value as products for the military industry, and their existence became widely known following Umbrella’s collapse. Research has continued under corporations and organisations such as Tricell and The Connections, with improved and newly developed types of B.O.W.s being traded on the black market for large sums of money.
Sterilisation Operation
An operation carried out by the United States on October 1, 1998, to bring the Raccoon City Incident to an end. A missile was launched into central Raccoon City, where the pandemic had brought the city’s functions to a halt, incinerating the city along with its 100,000 residents.
Following the Sterilisation Operation, the United States completely sealed off Raccoon City. The closure was originally scheduled to remain in effect until 2026, but for reasons unknown, it was extended that year to 2040.
The enormous crater in central Raccoon City was presumably caused by the missile strike during the Sterilization Operation. It was an inhumane act that obliterated everything in its path, human and B.O.W. alike.
Raccoon City
A city of 100,000 people that once stood in a mountainous region of the American Midwest. Originally a small rural town, it was modernized after engineer Michael Warren, who would later become its mayor, promoted the electrification of the city. Raccoon City successfully attracted Umbrella and developed into a company town. As Mayor Warren’s reputation grew, he also became deeply entangled with Umbrella and turned a blind eye to the company’s covert activities. The city became a breeding ground for Umbrella’s ambitions and eventually developed into a major center for research into the t-Virus and G-Virus.
Raccoon City Orphanage
A facility located in the northern part of Raccoon City’s downtown district. Raccoon City Police Chief Brian Irons made large donations to the orphanage and was known to the children as the “chairman.” In reality, however, he had a hidden side: he practiced taxidermy on animals and humans alike, using the orphanage as his workshop.
Raccoon Syndrome
The abbreviated name for “t-Virus Delayed-Onset Fatal Syndrome,” a condition suffered by survivors of the Raccoon City Incident. The disease occurs when t-Virus remaining in the body mutates over the course of 30 years and eventually becomes active. After onset, black marks appear on the body, accompanied by symptoms such as fatigue and coughing. In the terminal stage, symptoms including pain and vomiting blood manifest. Once the disease reaches this stage, death is certain within one to two hours.
Rhodes Hill Treatment Center
An exclusive, members-only luxury clinic for the wealthy located in Wrenwood. It also appears to contain research facilities, although the details remain unknown. A brochure for the treatment center features the words of its director, Victor Gideon: “Transforming lives through medicine.” The facility was formerly operated by the Spencer Memorial Foundation.
THE LINEAGE OF CREATURES BORN FROM VIRUSES – PAGES 66-71
The ambitions of a man named Spencer have continued to give rise to countless creatures. We trace the lineage of the B.O.W.s (Bio-Organic Weapons) that appear throughout the Resident Evil series, originating from the Progenitor Virus and various parasites.
Many of the creatures appearing in the Resident Evil series can trace their origins back to the Progenitor Virus. In 1966, Oswell E. Spencer, James Marcus, and Edward Ashford discovered the “Stairway to the Sun” (Progenitor Flower) in Africa. The Progenitor Virus, extracted from this flower, possessed the ability to dramatically rewrite the genetic structure of living organisms.
The T-Virus, which appeared in Resident Evil, was developed from this Progenitor Virus and would eventually give rise to further variations, including the G-Virus.
Las Plagas and the Megamycete: Separate Origins
However, some of the biological threats in the series originate from entirely different sources.
One such example is Las Plagas, which appears in Resident Evil 4 Remake. These parasites assimilate with their hosts’ central nervous systems, allowing them to control their consciousness. Their defining characteristic is the ability to turn hosts into controllable biological weapons while preserving their intelligence. Las Plagas also possess a hierarchical relationship between dominant and subordinate parasites. In later instalments, numerous biological weapons are developed by exploiting this characteristic to control infected organisms.
The Megamycete, studied by Mother Miranda in Resident Evil Village, is another entity entirely distinct from viruses. Like viruses, the Megamycete possesses the ability to transform living organisms through infection and promote their evolution. It, too, became the origin of numerous terrifying creatures.
As these viruses, Las Plagas parasites, and unusual fungal organisms become increasingly intertwined, they unleash pandemics across the world. The diagram below illustrates the evolutionary relationships between these viruses and the biological threats they have produced.

t-Virus:
Resident Evil – Resident Evil 2 Remake – Resident Evil 3 Remake Resident Evil 0 – Resident Evil Outbreak – Resident Evil Requiem
Name Origin: Tyrant
Year Developed: 1978
Developer: James Marcus
Effects: A highly infectious virus that causes an abnormal acceleration of the host’s metabolism. As a side effect, it destroys the cerebral cortex, resulting in the loss of intelligence.
Origin: Developed by combining the Progenitor Virus with leech DNA.
Human Infection and Loss of Rationality
Zombie: Infected humans suffer a decline in intelligence and become overwhelmed by an intense, insatiable hunger, wandering in search of human flesh. In some cases, infected individuals may mutate into even more powerful variants.
Viral Infection and Mutation
Licker: A mutated form of a zombie that uses razor-sharp claws and an extendable, spear-like tongue as weapons. Although blind, it possesses an exceptionally sharp sense of hearing. In Resident Evil 2 Remake, it first appears on the second floor of the R.P.D. Its sudden attack undoubtedly caught many players by surprise.
Successful Viral Administration to a Compatible Host
Tyrant (T-002 Type): A successful product of Umbrella’s Tyrant Project. Possesses both the intelligence to carry out complex orders and exceptional combat capabilities. In Resident Evil, it appeared in an incomplete state, and controlling it remained a challenge.
Mass Production
Tyrant (T-103 Type): A mass-produced model that became suitable for stable, large-scale production following the development of earlier prototypes, including the T-002 Type.
In Resident Evil 2 Remake, its relentless pursuit drove players to despair.
Implantation of the NE-α Parasite
Nemesis-T Type: Possesses a higher level of intelligence than conventional Tyrants and is capable of wielding weapons such as rocket launchers.
t-Abyss Virus:
Resident Evil Revelations
Year Developed: Before 2004
Development: Morgan Lansdale provided support for its development.
Development Process: Created by combining the genetic material of the Abyss virus, extracted from deep-sea fish, with the t-Virus.
Effects: Causes infected organisms to mutate into B.O.W.s (Bio-Organic Weapons) with fish-like skin.
Human Infection:
Ooze: Its body becomes partially liquefied, with even its bone structure undergoing mutation. Its soft, flexible body allows it to squeeze through even the narrowest of gaps.
t-Phobos Virus:
Resident Evil Revelations 2
Year Developed: 2011
Developer: Alex Wesker
Development Process: Developed using research data from the t-Virus.
Effects: Causes incompatible hosts to mutate into B.O.W.s (Bio-Organic Weapons).
Human Infection — Triggered by Fear
Afflicted: Individuals who lose their rationality and become extremely aggressive after the virus is activated. Unlike ordinary zombies, they are characterised by their ability to move quickly, including running and jumping.
The Mutated “T”
In the past, Spencer had pursued research into a “mutated strain” of the t-Virus that allowed infected individuals to retain their memories and will from before infection. In Resident Evil Requiem, Victor Gideon and his associates seek to use this mutated strain to bring about a transformation of humanity.
