S.T.A.R.S. Search Patrol Helicopter Missing

(Raccoon City, Arklay Mountains, 24th)

On the morning of the 24th, a spokesman for the Raccoon City Police Department revealed that a search helicopter carrying the Bravo team, a unit from the RPD’s special forces unit more commonly known as S.T.A.R.S., has disappeared.

According to a statement by the Raccoon City Police, the S.T.A.R.S. team was dispatched last night to conduct a field survey of the Raccoon Forest in the Arklay Mountains, where a number of people have been reported missing. However, contact was lost following their last communication earlier today.

The city police believe they have encountered some kind of trouble and are seeking witness testimonies. They will deploy S.T.A.R.S. Alpha Team to the area this evening to conduct a search.

The recent spate of bizarre murders in the suburbs of Raccoon has become a hot topic in recent weeks, and the latest incident is likely to cause even more anxiety among the residents.

S.T.A.R.S. ORGANISATION PROFILE:

S.T.A.R.S. (Special Tactics and Rescue Service) is a special operations unit of the Raccoon City Police Department, whose purpose is to conduct operations against specific crimes and to save lives. When it was established in 1996, the Special Tactics and Rescue Service was an experimental unit to deal with increasingly sophisticated and diverse special crimes, such as new terrorist acts using biological and chemical weapons, new types of narcotics, and cyber-crimes involving vast networks. However, several major local private companies, including the Umbrella Corporation, which has a huge factory complex in Raccoon City, invested in its establishment as part of the city’s major project, the Bright Raccoon 21 Plan. S.T.A.R.S. thus emerged as an elite group with advanced equipment, an extensive information network and highly qualified personnel.

The nature of the organisation is somewhat different from that of ordinary police and other public institutions, as it is sponsored by a private company, although it is originally only a part of the police force. The qualification process for joining the force is particularly distinctive, and recruitment is conducted on a scouting basis, regardless of gender, age, or background, in the name of a merit-based elite group.

Their four main mission parameters are security, VIP protection, counter terrorism, and hostage rescue. In particular, in counter-terrorist operations, it is regarded as being as capable as the SAS (British Special Air Service). The team has so far achieved a hostage rescue rate of more than 80% in bank robberies, kidnappings, and sieges by drug addicts. The team formation during equipment operations is based on a five-man team (five-man team). However, since S.T.A.R.S. currently has 12 members, it is divided into two Alpha Bravo teams, each of which conducts operations with an irregular six-man team. However, in some cases, operations are conducted by three two-man-cell teams, or by the two teams working together in large, military-style operations.

MONSTER: (Pages 23-41)

ZOMBIE:

A human whose genetic structure has been altered by a variant of the t-virus, turning them into a monster. They are active whilst carrying the virus and attack uninfected people to spread the virus more widely.

CRIMSON HEAD:

A zombie that has been attacked and incapacitated, then resumed activity with ferocity and high speed due to cellular activation. The genetic structure is also changed once again, so it should be considered a different creature. However, the time it takes to resume activity differs from one individual to another.

CERBERUS:

A combat-use biological weapon (B.O.W.) produced by administering a virus to a military dog breed. They have military-grade superiority in moving at high speeds over long distances and in the ability to attack through group coordination.

MONSTER PLANTS:

Plants mutated via secondary infection with the t-virus. Plants are often thought to be unsuitable for spreading the virus as they are not mobile, but the long-term spread of contamination by pollen can be more effective than the anything in the animal kingdom.

CROW:

Crows that have gone berserk as a result of secondary infection from a t-virus spill. Although this was an irregular occurrence, if the t-virus was actually used as a weapon, its spread by secondary infection has been anticipated.

CRIMSON HEAD PROTOTYPE 1:

A test subject that was administered a t-virus variant prototype then later frozen alive in order to analyse the reasons for its heightened combat abilities over the produced cultured variant. The sample analysis has not yet been completed, so the details are unknown.

ADDER:

A snake that has become more aggressive as a result of secondary viral infection. Combined with the effects of its own haemorrhagic venom, it is highly efficient at infecting other organisms with the virus.

WASP:

A wasp that has increased in size as a result of secondary t-virus infection from the pollen of a virus-infected plant. Since it was originally an insect, it is less aggressive through secondary infection, but they have a high potential for spreading contamination due to the possibility of large outbreaks of these organisms.

WEB-SPINNER:

A biological weapon for combat (B.O.W.) based on a spider that has been administered with a virus and genetically manipulated. By moving along unique routes, such as walls and ceilings, they can spread viral contamination to hidden places.

YAWN:

A monster based on a snake, created through t-virus administration experiments and genetic manipulation. The project was halted due to a virus outbreak while research into its use as a weapon was still in progress, so its offensive capabilities and other details are unknown.

LISA TREVOR:

Before the t-virus was developed, a test subject was administered the Progenitor Virus that would become the basis for the t-virus. It has different characteristics from other experimental organisms, such as having taken in a prototype parasitic organism during the experiment. It was later used as a catalyst for the discovery of the G-virus, but it was only a test subject and was discarded after the sample was extracted. Its combat ability is unknown.

NEPTUNE:

A combat-use bio-weapon (B.O.W.) created through t-virus administration experiments and genetic manipulation using sharks as a base. Although the military effectiveness of marine bioweapons is low, they are being studied to test viruses against genes different from those of terrestrial organisms. Therefore, its underwater combat capability and other offensive details are unknown.

PLANT 42:

A giant carnivorous plant that was created accidentally as a result of a t-virus spill. If it were to appear on the outside, the expansion of polluted areas caused by its pollen would be unimaginable. Because it is a product of chance, the conditions under which it occurs are unknown, and at present there is no indication that it will be produced as a weapon.

HUNTER:

A human-based biological weapon (B.O.W.) designed for combat that has been modified and enhanced by adding genetic information from other organisms, as well as changes to its genetic structure caused by the t-virus. It was designed to render defensive measures such as anti-virus equipment and armaments ineffective.

BLACK TIGER:

A mutant of the web spinner. Due to a lack of experimental data, it is unclear why only this individual has increased in size. Its performance as a weapon has not yet been investigated.

CHIMERA:

Like the Hunter, they are human-based and are a battle-oriented biological weapon (B.O.W.) created by mixing genetic changes caused by the t-virus and the genetic information of other organisms. It combines the aggressiveness of a Hunter with the special mobility of a Web-Spinner.

TYRANT:

The completed form of a t-virus bioweapon for combat (B.O.W.). It obeys orders programmed into it as a soldier. It has the potential to fundamentally change the concept of warfare, but its capabilities are currently unknown because it is necessary to conduct large-scale combat test to collect data.

THE MANSION INCIDENT: RELATED MATERIALS

The series of incidents that took place at the Arklay Laboratory concluded thanks to the efforts of S.T.A.R.S. personnel. However, the truth remains unclear. The following is a compilation of various information related to the Mansion Incident. This information, along with survivors’ reports, will help us get closer to the truth behind the incident.

ORGANISATIONAL OVERVIEW OF THE SPECIAL TASK FORCE S.T.A.R.S.

S.T.A.R.S. is a special unit of the Raccoon City Police Department who were assigned to resolve this case. The following is an overview of the unit and the mansion incident.

 S.T.A.R.S. BACKGROUND AND ESTABLISHMENT:

In 1996, the Raccoon City Police Department decided to establish a special crime-fighting unit within the policing organisation to deal with the ever-increasing cases of urban terrorism and diversifying crime. Named the Special Tactics and Rescue Service (S.T.A.R.S.), the unit was comprised of 12 specialists in various fields.

With sponsorship from leading local companies, the highly trained and well-equipped S.T.A.R.S. officially began operations about a year later, in December 1997. Their main sponsor was the pharmaceutical company, Umbrella.

CHARACTERS:

ALBERT WESKER

S.T.A.R.S. Captain dispatched by the Umbrella Corporation. He is also the commander of Alpha Team. He was acting under secret orders from Umbrella Corporation during the mansion incident, and according to documents found inside the estate, he was also involved in the research and development of B.O.W.s.

CHRIS REDFIELD

OVERVIEW OF THE MANSION INCIDENT:

The Mansion Incident began on May 11, 1998. It is believed to have been caused by the leak of a ‘virus’ that was being researched in the mansion where the incident took place. The cause of the leak is unknown, but it resulted in a biohazard that contaminated all organisms (including humans) that were in the vicinity of the mansion. The effects of the infection were not sudden, but rather a gradual erosion over a period of about a month. However, Umbrella Corporation did not request any reports during this period, and it is suspected that the company was trying to cover up the incident. As a result, the discovery of the accident and the subsequent response were delayed considerably, resulting in numerous casualties.

The Raccoon Police Department only acted two months after the incident. After receiving numerous reports with confirmed victims, they decided to deploy S.T.A.R.S. in response. However, the S.T.A.R.S. were not dispatched until July 24th, two weeks later.

TIMELINE OF THE VIRUS LEAK OUTBREAK TO ITS RESOLUTION:

1998:

May 11 – A large-scale virus leak occurs at an Umbrella Corporation owned mansion in the Arklay Mountains. Facility workers, researchers and the surrounding eco-system are all infected.

May 20 – A young woman is found dead on the banks of the Marble River in Raccoon City. The body is severely mutilated, with teeth and claw marks left all over. Based on the condition of the corpse, it is assumed the body washed ashore from the Arklay Mountains.

June 16 – A local newspaper, Raccoon Weekly, publishes an article headlined ‘Dog-like Monster Sighted in the Arklay Mountains.’ A succession of sighting reports follows.

July 9 – Many people are reported lost or missing in the Arklay Mountains. On the same day, the Raccoon Police Department closes the mountain area and launch a fact-finding investigation by the special forces’ unit S.T.A.R.S.

July 21 – Before S.T.A.R.S. are dispatched, the Umbrella Corporation destroys its own research facilities in the Arklay Mountains and moves its base of operations underground in Raccoon City.

July 24 – The S.T.A.R.S. Bravo Team, who are deployed ahead, disappear. The same night, Alpha Team is dispatched to search for them.

July 25 – The S.T.A.R.S. return with heavy casualties. Only a few members of the team have survived.

UMBRELLA – ABOUT THE ARKLAY LABORATORY, THE SITE OF THE MANSION INCIDENT

The Arklay Laboratory was the scene of the mansion incident. This section describes the general structure of the facility and the staff who worked there.

FACILITIES AND FEATURES OF THE MANSION:

The mansion is divided into four areas: the main building, the dormitories, the laboratory, and the courtyard. The mansion, which has two floors above ground and one below, is decorated with various sculptures, paintings, and other works of art, but it is also said to have been rigged with traps throughout. Since there is little sign of human habitation, it is easy to imagine that this was a ‘gate’ to keep out, or kill, intruders. The dormitory leading from the courtyard is a facility for researchers to sleep in, but there is also a huge water tank in the basement, where the development of aquatic B.O.W.s seems to have been conducted. A hidden passageway from the same courtyard leads to the laboratory, the true purpose behind the existence of the mansion. Each of the four underground levels is equipped with state-of-the-art facilities, and security is said to have been so strict that it could not be compared to other places.

  • The main building of the mansion was found to contain poison, suspended ceilings, and other devices designed to kill people.

  • Unlike the main mansion, the dormitories retain a lived-in feel. There are also recreation rooms and other facilities to distract the staff.

  • A section of the research laboratory where a large number of female corpses are preserved. These are thought to be the mother wombs of the Chimera B.O.W.
