Wesker’s Report

Wesker’s Report was for many outside of Japan, the first piece of supplemental lore that had ever been seen by fans. Originally released asa pre-order bonus for the PlayStation and DreamCast re-release of Resident Evil Code: Veronica X , Wesker’s Report retold the events of the first 3 games, narrated by Albert Wesker. 

The DVD was hugely popular as it answered many (at the time) questions that fans had. How did Wesker survive the Tyrant, was the 4th Survivor canon? and many more.  

Over the years, Wesker’s Report has been tweaked and changed to add to and adapt to the changing Biohazard landscape. However, only the original has ever seen an English release.

The 2001 original remains largely accurate to the Japanese release. Below, REP staff member, theBatman has translated two subsquent versions of the report. The first is the latest version, released in 2015 with the PS3 version of Biohazard HD Remaster and Official Capture Guide. The second is from the booklet packaged with the ‘Biohazard Collector’s Box’ released exclusively in Japan in 2003. This incorporates story elements from Biohazard 0 and remains the most comprehensive version of the report.

2015 VERSION – TRANSLATED FROM BIOHAZARD HD REMASTER

My name is Albert Wesker.

On the surface, the Umbrella Corporation is a well-established pharmaceutical company, but it was also involved in the development of biological weapons, and I had hoped to become an executive researcher.

However, it was my encounter with another researcher at the executive training school in Raccoon City that made me decide to drastically change my path. His name was William Birkin.

He was a man of outstanding talent in the field of research.

Eventually, I was transferred to S.T.A.R.S., a special unit of the Raccoon City Police Department.Umbrella had placed a significant number of people inside the police department for crisis management pertaining to their illegal biological weapons development.

I used my position as S.T.A.R.S. Captain to conduct all kinds of intelligence activities for Umbrella. While carrying out my espionage work, I had a plan in mind and was looking for an opportunity to put it into action.

Finally, the opportunity presented itself.

It all started when a series of murders occurred in the forest near a mansion.

The cause was a leak of the t-virus from an Umbrella lab installed inside the mansion, causing a biohazard.

Initially, Umbrella had instructed S.T.A.R.S. not to intervene in order to handle the incident in secrecy, but due to rising public sentiment, they had no choice but to mobilise.

Then came the next order.

Lure the S.T.A.R.S. into the mansion and eliminate them. Then record the situation and obtain live combat data from the B.O.W. during the engagement.’

Of the teams within S.T.A.R.S, I first dispatched the Bravo Team. They fought bravely, without regard for their own lives, and were instrumental in obtaining actual combat data.

Next, Alpha Team were deployed to search for the missing Bravo Team who had not returned. As expected, Alpha Team also fought valiantly, yet lost their lives one after another.

Of the 11 S.T.A.R.S. members, only five survived.

From the Alpha team were Chris Redfield, Jill Valentine, and Barry Burton.

From the Bravo team were Rebecca Chambers and Enrico Marini.

The time had finally come to put my plan into action.

I would use this opportunity to seize the Umbrella B.O.W. ‘Tyrant’ and use it as a bargaining chip to move to a rival company. In order to sell the value of the Tyrant to the rival company, live combat data from the Tyrant would also be required.

The surviving members of the team, each highly capable in their own right, were the perfect individuals to obtain the Tyrant’s combat data. In order to lead them to it, I added a traitor into the mix. The traitor’s name was Barry Burton.

He had a strong sense of justice and was compassionate. And above all, he loved his family. His type is easy to manipulate. All you have to do is take away what they value the most.

It was a miscalculation that Chris and Jill had more potential than expected. But thanks to Barry’s ‘work’, the plan proceeded smoothly.

Enrico was to uncover the truth, but this no longer mattered once I took care of him.

Having eliminated that obstacle, I went to the Tyrant’s laboratory to await the arrival of the victims that Barry was bringing in. I administered a virus, given to me by Birkin, and staged a temporary death.

In order to better sell myself to the rival company, it was more convenient if Umbrella was to think I was dead.

According to Birkin, the virus would put the recipient at risk of temporary death once administered but would then revive them with extraordinary abilities.

With this plan, even the risk of death was in my hands.

Even as my consciousness faded, I was convinced that the plan would succeed. But the biggest miscalculation with this plan was the defeat of the Tyrant at the hands of S.T.A.R.S.

I had suddenly lost my biggest bargaining chip and was forced to change my future plans.

I will not allow anyone, no matter who they are, to interfere with my plans.

It has been that way for a long time and will continue to be so.

Sooner or later, the surviving members of S.T.A.R.S. will eventually have to pay the price.

Two months had passed since the mansion incident.

In order to establish myself within my new organisation, I decided to team up with a spy named Ada, who had been sent to infiltrate Umbrella by the same organisation.

Through her I learned that a new virus, the G-Virus, was nearing completion at Umbrella.

Intuitively, I was convinced that William Birkin was the one who had developed it.

However, Birkin was reportedly refusing to hand it over to Umbrella.

Birkin is a foolish man.

At this rate, Birkin would be eliminated, and the G-Virus recovered by Umbrella.

I decided to proceed with my plan to obtain both the G-Virus and Birkin.

However, Umbrella’s recovery team, led by Hunk, had mobilised ahead of me.

Birkin, now cornered, administered the G-Virus to himself and decimated the recovery unit.

Soon, rodents became the vectors for the t-virus to spread throughout Raccoon City and Umbrella was faced with its worst-case scenario. Citizens were turned into zombies, and the city was in the process of being decimated by their proliferation.

Human power was no match against the spread of the virus.

Umbrella, desperate to cover up the incident, deployed the ‘Tyrant’ to eliminate Leon and Claire, who were trying to uncover the truth. In addition, Umbrella Europe also deployed the new B.O.W. ‘Nemesis’ to gather combat data and target Jill, a survivor from S.T.A.R.S.

Its introduction into the field was also a convenience for us, as we also wanted to gather information on ‘Nemesis’.

Eventually, it was discovered that Birkin had hidden the results of his research in a pendant belonging to his daughter, Sherry Birkin. The G-Virus must also be in her pendant.

Whilst Umbrella was preoccupied in covering up the incident, our priority was to get to Sherry first.

I sent Ada undercover to find out where she was. As a dead man, I could work only in the shadows.

The most important priority for a spy is to abandon all emotion and faithfully carry out orders like a machine.

However, since encountering Leon S. Kennedy, Ada had begun to feel a strange emotional attachment towards him. Impurities such as emotion would only hinder any careful planning.

I had to speed things up.

Just as I expected, this impurity created a rift in our careful planning. Ada had tracked down Leon, who had recovered the G-Virus from Sherry, and then, driven by her own trivial emotions, she had chosen to die.

It would have been easy to abandon Ada, but there were still things we needed her to do.

I could not let her die now.

We set about to retrieve the pendant that Leon had thrown away, but Hunk, the only survivor from Umbrella’s recovery team, beat us to it.

But there was still a way.

If we could secure Birkin, who had been transformed into G, as a test subject, the plan would be completed without any problems. And If Leon and Claire were to be pitted against Birkin, we could also ideally obtain his live combat data as an added bonus.

Birkin was defeated by Leon and Claire and the G-virus was successfully recovered from the remaining tissue fragments.

The next morning, the U.S. government bombed Raccoon City under the pretext of “preventing the spread of the virus,” and Raccoon City was buried in the darkness of history.

After that, Claire went to Europe alone to look for her brother Chris, while Leon and Sherry were taken into government custody.

Birkin was shrewd, and I am convinced something remains concealed within the girl.

Sooner or later, I will get my hands on all of it.

2003 VERSION – REPRODUCED FROM RESIDENT EVIL ARCHIVES VOLUME II

My name is Albert Wesker.

At one time, I aspired to be a researcher with the pharmaceutical corporation Umbrella. I was placed in the Management Training Facility near the provincial Raccoon City in the American Midwest. It was there I first met my soon-to-be-colleague William Birkin. His genius inspired me to take a different path.

Birkin soon became Umbrella’s foremost researcher and used our T-Virus experiments as a jumping-off place to develop the new G-Virus. Meanwhile, I was made the chief of S.T.A.R.S., Raccoon City’s special forces unit created to combat violent crime and increase citizen morale.

This was all the result of a secret agreement I had made with Lord Oswell E. Spencer, the president of Umbrella. He had ordered Birkin and I to assassinate our former mentor, Dr. James Marcus. If the position with S.T.A.R.S. was to be my “reward,” then it seemed he thought poorly of my ability.

Karma, however, is the great equalizer. When “the incident” broke out around the mansion on the outskirts of Raccoon City, Umbrella raced to cover it up.

That incident…

Mutilated bodies began to appear in the forests surrounding the mansion, the result of a T-Virus outbreak from the mansion’s housed research facility. At first, Umbrella instructed me to keep S.T.A.R.S. out of the case, but as the citizens’ emotions began to heighten, we had no choice but to move in.

Umbrella knew it was on the verge of an unprecedented crisis. Fearing what the incident might bring to light, they gave me the following order: “Dispatch S.T.A.R.S. to the mansion and dispose of them. Then, report the situation to headquarters so that their combat with the B.O.W. can be used for data analysis.”

I dispatched the Bravo Team first. As expected, the top elite of S.T.A.R.S. gave all they had, and became useful sample data.

Then following, I geared up the Alpha Team to “search and rescue” the lost Bravo Team.

The members of the Alpha Team also proved their worth, and as expected, many died. In the end, there were only five survivors: Alpha Team’s Chris Redfield, Barry Burton, and Jill Valentine; and Bravo Team’s Rebecca Chambers and Enrico Marini.

This incident was my once-in-a-lifetime chance. I had a longstanding invitation to join one of Umbrella’s rival corporations and wished to bring them a Tyrant as a gift. This affair would give me the opportunity to steal one. But to truly sell the corporation on the idea, I would need the actual combat data of the Tyrant.

The surviving privileged members of S.T.A.R.S. were the perfect bait. If all went as planned, I could gather the Tyrant’s combat data and exterminate the last of S.T.A.R.S. in one fell swoop. I decided to have one of them play the Judas and draw them to the Tyrant. That Judas was Barry.

Barry was the strong, ‘truth-and-justice’ kind, and cherished his family more than anything. His type is easy to manipulate. I simply took that most important thing away from him.

My only miscalculation was the high potential of Chris and Jill. But with Barry playing the Judas, the scheme went as planned. Then the winds turned, unexpectedly.

The stalling point was Enrico, Bravo Team’s captain and my second-in-command at S.T.A.R.S.

A skilled combatant, he also possessed keen observation skills and a strict sense of justice. He overheard my conversation with Barry and deduced that I was the one behind it all. If he decided to tell anyone, I knew he was credible enough to be believed.

I had to eliminate him and used Barry to get to him. But there would be one final hitch in my plans…

With one nuisance out of the way, I awaited the sample specimens that Barry would bring to me in the Tyrant’s room. I injected the virus I obtained from Birkin in advance, and with Chris looking on, I unleashed the awesome Tyrant from its slumber. I let it attack me so that it would appear I had died.

After all, if I made Umbrella believe I was dead, it made it far more convenient to sell myself to the opposing corporation.

According to Birkin, the virus had profound effects. It would put my body in a state of temporary “death.” It would then bring me back to life with super-human powers. As my consciousness faded away, I was certain that the whole scheme would end in success.

Never did I imagine that S.T.A.R.S. could slay the evil creation. I lost the Tyrant, and the plan I devised-which cost me my humanity ended in failure. Now, anyone or anything that stood in my way would be terminated. It has been that way for a long time, and it always will be. At all costs, I had to make S.T.A.R.S. pay!

Two months passed since the Mansion Incident. To regain everything that I had lost in my new organization, I joined hands with Ada Wong, a female agent who was also sent to spy on Umbrella. She related the information that Umbrella was close to perfecting its new G-Virus, but the man who had developed it was refusing to hand it over.

I knew in my bones that the key developer was William Birkin, but what he didn’t know was that Umbrella did not play games… with anyone. Eventually, Birkin would be assassinated, and the G-Virus would be in the hands of Umbrella.

I did owe Birkin a favour, though, and thought that I might make an effort to save him. He could join the company where I was now employed and bring the G-Virus with him as an offering.

But the salvage team led by HUNK was ahead of us. By the time they got to Birkin, he had already injected himself with the G-Virus. He became his own creation and decimated them.

Soon after, the T-Virus, carried by rats, spread throughout Raccoon City, and Umbrella faced its worst scenario. With the assistance of the U.S. Government, they raced once more to cover up the incident.

Their desperation was obvious from the deployment of a new B.O.W. by the name of Nemesis, which was developed in Umbrella Europe. It became imperative that our organization also obtain the Nemesis data.

Then, a new revelation: Birkin used to hide the findings of his studies in his daughter Sherry’s pendant. It was very possible that the G-Virus was there. While Umbrella was busy with their cover-up, we had to capture Sherry before they did.

I sent Ada undercover to seek the location of Sherry. I, the dead man-on the other hand-had to work in the shadows.

A spy’s obligation and priority is in the mission, to carry out the mission like a machine without any emotional interference. But her interaction and involvement with Leon S. Kennedy had sparked an affection growing inside her. My instincts sensed danger. Something had to be done, quickly.

My instincts did not disappoint me. Even though Ada almost had her hands on the pendant Leon acquired from Sherry, that affection of hers drove her to her death…but she was still of some use, and I had to save her life.

My people hurried to retrieve the G-Virus that Leon threw away. But HUNK, the only survivor of Umbrella’s salvage team, was there before us. Our only option left was to bring back Birkin, the monster, as the sample specimen, and have him finish off Leon and Claire in order to obtain his combat data.

Although Birkin lost the battle to Leon and Claire, we succeeded in gathering samples of the G-Virus from his dead body.

In the morning, the government bombed Raccoon City in an attempt to stop further viral outbreak. This was, of course, their feigned reason.

Later, Claire left for Europe to find her lost brother, Chris, and Leon joined forces with Barry in an underground anti-Umbrella organization.

Sherry is safe in our hands.

I would never underestimate Birkin. There’s something about this little girl…
